I'm from Michigan which is considered part of the Midwest. While we may use tater tots for a casserole. I have literally never heard it called Hot Dish. Also it would more likely have shredded hash browns or mashed potatoes as a starch.

Food from the Midwest has a very “throw whatever’s in the pantry into a pot/casserole dish and hope for the best” kinda feeling. Or like someone drove to each fast food restaurant in town, ordered one thing from each menu, then stopped by 711 and picked out a couple of things with their eyes closed. Then took it home and gave themselves 10 minutes to come up with a recipe. This was all done while drunk.
